Subject: Immediate attention in the matter of recommendation of promotion of tainted Haryan Civil Service (Executive) Officers’ of 2002 batch of Haryana to IAS, sent by Government of Haryana to UPSC yet again, despite their candidature having been rejected thrice in the past.
Respected Madam,
With due respect, I am again drawing your immediate attention in a very urgent matter of public importance whereby the Government of Haryana is leaving no stone unturned by recommending to UPSC the names of tainted Haryana Civil Services (Executive) Officers’ of 2002 batch to be promoted as IAS officers.
There is substantial prima facie evidence against these tainted officers, of having indulged in corrupt means so as to get selected. The fact that their selection is tainted and smeared with favoritism is evident from the pendency of writ petition before the Hon’ble Punjab and Haryana High Court and also criminal proceedings under The Prevention of Corruption Act arising out of an FIR which was investigated by the Haryana Vigilance Bureau. Notably both in the writ proceedings and the Final Report in the FIR these officers have been found to be ineligible, unfit and above all incompetent to be appointed as HCS. However, ignoring the abovesaid factual position, qua these officers, the Government of Haryana has forwarded their names to the UPSC so as to be promoted as IAS officers by completely brushing aside the necessity of issuing
